The people at the top are at the top because they worked their way up. While there were no protostompers because everyone was new and while they got infinite funds from broken PC mechanics..... That argument of 'they all worked up the same way' is not only stupid 'We all got bullied so you have to get bullied too', it's also utterly incorrect in this case.
That is incorrect on several levels:
1- If you mean from release, then there's been PROTO stompers before that point, simply because there's been players playing Dust over and a year and a half before launch. Even back when the game was in the beginnings in CB, or hell even alpha, obtaining PROTO and then starting to stomp with it didn't take long at all, weeks maybe (can't exactly remember).
2- Obtaining a massive amount of ISK existed before PC. I personally had over my accounts about 700 million ISK before Uprising launched.
Also, you could simply get gud. I mean, I don't use anything but BPO's or STD gear when I infantry, and I easily kill PROTO fitted people all the time.

RULE 1: NEVER BALANCE ON ISK. I'm highly opposed to the OP's idea, however I don't believe the she's trying to balance the power of prototype items around currency (ISK/AUR), but instead its frequency. Basically, increasing price to reduce usage.
That is what balancing on ISK means. It. Has. Failed. Every. Time.
